| dc.description | The coffee exe and the north of Valle show cultural and natural homogeneous aspects that unite the four departments of the Cultural Coffee Landscape, declared as Heritage of the humanity by the UNESCO. This heritage territory is a social construction that emerges as a result of the social relations that are expressed in the usage, occupation, appropriation and distribution of the territory and the factors that reflect the productive, social, cultural and 2 environmental values. How can we integrate these values in the Territorial planning and land management process? This was one of the questions that lead to the study of “Guide and model of integration of the management plan of the Cultural Coffee Landscape in the territorial planning and land use management”, topic of this Presentation. A fundamental tool for the protection, conservation and development of these tangible and intangible values of the Cultural Landscape are the plans and schemes of territorial planning as public politics. However, the scope of the current territorial planning through these instruments is limited, that’s how it was proposed, to include processes of valuation from the local assets, and an institutional change of the rural territories from the focus of the endogenous territorial development that is oriented to strengthen the articulations between the social actors from the interactive participation, and modify the norms through the characterization, valuation, evaluation, definition of aims and objectives of landscape and directives to assure the sustainability of the rural territory. This would mean a model towards a qualitative, social and local territorial planning, that doesn’t pretend to be a straitjacket, but a dialogue for the collective co-construction of the territory, because it’s the social usages that impulse the transformation and the development of the coffee landscape. | es_ES |
| dc.description.abstract | El eje cafetero y el norte del Valle muestran aspectos homogéneos culturales y naturales que unen a cuatro departamentos en el Paisaje Cultural Cafetero declarado Patrimonio de la Humanidad por la UNESCO. Este territorio patrimonial es una construcción social, resultado de las relaciones sociales que se expresan en formas de uso, ocupación, apropiación y distribución del territorio y en los factores que reflejan los valores productivos, sociales, culturales y ambientales. ¿Cómo integrar estos valores en los procesos de ordenamiento territorial?, fue una de las preguntas que llevo al estudio “Guía y Modelo de integración del Plan de Manejo del Paisaje Cultural Cafetero en el ordenamiento territorial”, tema de esta ponencia. Una herramienta fundamental para la protección, conservación y desarrollo de estos valores tangibles e intangibles del paisaje cultural son los planes y esquemas de ordenamiento territorial como política pública. Sin embargo, el alcance de la planificación territorial mediante estos instrumentos es limitada así se propuso, desde el enfoque de desarrollo territorial endógeno incluir procesos de valoración de los activos locales y un cambio institucional a escala de territorios rurales, que se orienta a fortalecer las articulaciones entre los actores sociales desde la participación iterativa y orientar las normas a través de la caracterización, valoración, evaluación, definición de objetivos de paisaje y directrices para asegurar la sostenibilidad del territorio rural. Esto significaría un modelo hacia un ordenamiento territorial cualitativo, social y local, que no pretende ser una camisa de fuerza, sino un diálogo para la co-construcción del territorio ya que son los usos sociales los que impulsan la transformación y el desarrollo del paisaje cafetero. | es_ES |
