Abstract: For more than 60 years, the municipality of La Virginia has been flooding due to winter, in 2010 and 2011 the greatest effects of the winter waves that pass through the two rainy seasons that comprise from March to 2011 were recorded. June and at the end of August, September and the beginning of October, leaving 90% of this municipality flooded. In this emergency, more than 1,600 families were affected where they had to be transferred to shelters and self-shelters, which together with the control and relief agencies were able to attend to the emergency. There are 60 years in which the media have dedicated themselves to transmitting the flood as such, years in which the different control and relief agencies have prepared strategies, prevention and protection measures, decades in which the other municipalities and the government provide economic and tariff aid at the time of these emergencies. But these are years where what each resident thinks when it is flooded, damaged and loses everything has not been taken into account, where the same residents have become accustomed to flooding and receiving aid without any precise solution, where the flooded he learned to live with the floods.
